Exept for multiclass into a wizard the paragon path of multiclass is very weak compared to other paragon paths.
My Idea is to give every paragon multiclass a 11th level and 16th level powers.
Cleric -
11th level : If you can't use chanel divinity then now you can use channel divinity one per day. choose one of the channel divinity power avalible to clerics, now you can use it with your channel divinity ability.
16th level : Now you can use healing word twice per day.
Fighter -
11th level : Once per encounter you can add your wisdom modifier to an opportunity attack.
16th level : Whenever you hit with a melee attack you can choose to mark the target.
Paladin -
11th level : If you can't use chanel divinity then now you can use channel divinity one per day. choose one of the channel divinity power avalible to paladinss, now you can use it with your channel divinity ability.
16th level : Once per day you can use lay on hands
Ranger -
11th level : You can use prime shot once per encouter.
16th level : You can use hunter's query twice per encounter instead of once.
Rogue -
11th level : Once per encounter you can add +1 bonus to an attack made with a dagger.
16th level : Once per day you can use first strike. You must choose wheather to use it after rolling for initiative but before anyone act.
Warlock -
11th level : Once per encounter you can use the warlock's curse. You don't get the bonus damage but get your pact boon once the target is reduced to 0 hit point.
16th level : Once per encounter you can add the warlock's curse extra damage to an attack made against a creature cursed by you.
Warlord -
11th level : Once per day before rolling for initiative you can decide to use the combat leader class feature of the warlord.
16th level : Now you can use inpiring word twice per day.
Wizard -
11th level : Choose one cantrip. Now you can use it as an encounter power.
16th level : If you can cast rituals you learn a new ritual of up to 15th level.
What do you think about the Idea?

Paragon Multiclass How to improve it?

While paragon level multi-class PCs seem to be underpowered they make it up by being more versatile, especially when the cross over into other roles, but that's my opinion. I have not done any play at the paragon level yet. Otherwise, it looks good to me.
EDIT: Just everyone that isn't into 4e know, paragon refers to 11th-20th level play as well as class options much like prestige classes were in 3.x.
