Two Weapon fighting, or rather, Feat prerequisites in general.

If a feat gives a prerequisite or, let's say, Dex 17 (for improved two weapon fighting), can that feat be only taken if the original Dex ability score was at least 17, (assumingly counting ability level-ups at every 4th)? As in, can I get an item which would increase my dexterity enouhg to receive it, and get the feat based on my new Dex score from the item ?

Really, I know I can just make it how I want as DM, but I really actually want to know it for my PSP game, DnD: Tactics.. but I can't find any help on any boards.. I understand, obviously, that the game may differ, but based on the core rules is what I'm asking.

Any time the prerequisite is met, the feat may be taken, even through the use of magical assistance. However, if the person loses the bonus, such that in your chosen example their Dex drops below 17, they can no longer use the feat.
