Let's see here...
Tallfellow halflings can quickly get insane bonuses to abilities (like my Hide +12 at lvl 1)
Shifters are just plain cool
Warforged get a bunch of great immunities
Humans have the bonus feats which makes them great
Overall... I think it's a tie between the shifter and halfling.

Of the base races from the PHB, my favourite is the human because of their flexibility and the sheer abundance of stereotypes that I can quickly draw on for my NPCs. For the other races, there tend to be only a couple of stereotypes, so its a lot more work when you need to come up with a character quickly. Important NPCs have nothing to do with stereotypes, but you need a lot more unimportant NPCs than important ones. I haven't done much gaming as a player, but I've pretty much stuck to humans anyways.

Elves. No question.
I like forests and am abhored by slavery, so its easy for me to play Wood Elves.
No matter my mood when I take that 'What D&D character are you?' test I end up a elf ranger or druid.
Lowlight vision, +2 to listen & spot come in handy no matter the campaign style or power level too.

Dwarven, by Moradin! The persona fits for me and they are the most versitile after those hairless rat types called humans. And a Dwaven mage is SO much fun when you can get away with it. Some thick hide armor and a big axe (purely for ornimatation of course) and who would think to silence him until it is too late? And one must also consider that movement isn't quite as important for a mage unless you must fly the heck out of there.
