Question 4:

I use a home-grown variant in my campaign for spell-fatigue. It only affects sorcerers (namely because of the origins of their magic in my campaign). The rules, copied from my house rule-book, is as follows:

Sorcerers, who were an accidental creation during an ancient war between psions and mages, draw some of their power from their own inner essence, and an equal amount from the inner planes. Having a limited amount of essence, Sorcerers tend to tire after a number of successive castings. Every Sorcerer has a number of fatigue points equal to 10 + class level + will save. Every spell cast uses up a number of fatigue points equal to its level, and a level 0 spell uses up 1/2 a fatigue point. Once a Sorcerer uses up all of his fatigue points, he is incredibly tired and unable to cast any more spells for at least an hour. A Sorcerer who overreaches with his magic, ie casts a spell whose spell level is greater than the number of fatigue points remaining, falls unconscious immediately after having cast the spell. One fatigue point is regained every hour, and fully restored after 8 hours of sleep (or 4 hours for an elf).

I also use a spell caster fatigue system.
I make sure the casters in my game when casting spells for their class have to make a fortitude check, base DC is the spell level. Failure means they are fatigued. If they cast a multitude of spells in one scene then I add to the DC.
I also know when characters are fatiqued they are at a -2 str, -2 dex, and connot run or charge. If they do so they become exhausted. Exhausted characters are at -6 str, -6 dex and move at 1/2 speed. 1 hour of full rest clears up exhaustion down to fatigued. Full 8 hour rest can clear up a fatigued condition.(page 84 of the DMG 3e)
Also there is the non lethal damage dragonhand mentioned.

To Gamemasta RE Q4:

Are there any Con penalties also assocaited with the spell caster fatigue system?

No but instead of adding to the DC for multiple casts you could just apply a negative con penalty for multiple casts or for a failed save, since the fort saves use con as the bonus.
Also I would like to clarify something from a previous post on a different topic related to spell components. The system I use I made up and is not from the Dragonlance source books so it is open for suggestions as well. I like that con penalty thing, I may consider applying that as well. Or if they push it instead of being exhaused you could apply subdual damage to the caster.
