Both the Chosen of Mystra template and the Chosen of Bane Template are found in the Forgotten Realms Campaign Setting, Mystra's on page 247 and Bane's on page 163. I extrapolated it out of Fzoul Chembryl.

Still waiting on our copy. Did you finish it? Or did you just drop the idea?
A couple of ideas for the template, give it all of the Shadow weave feats free, or, increase the shadow feats power if the character already has them. Secondly, you could create some sort of shadow weave spell fire. Next, you could make the character's more dependent on the shadow weave, hence more dependent on Shar, by increasing the difficulty of using non-shadow weave spells, increasing the power of shadow weave spells, etc.
Elminster was perpetually on a quest for Mystra: spreading magic, establishing the Harpers, raising the 7 sisters, etc. I'm assuming you'd be forcing the characters to be performing the same things for Shar. You know, spreading the use of the Shadow Weave, raising other chosen of Shar, that sort of thing.
