Bonus Feat: Skill Focus (any)
Prestige arts: Pandafolk are extremely talented, and can pick up complex skills easily. They may ignore all non-racial or social prerequisites for prestige classes (i.e Halfling for Halfling outrider, or entry into a group.). However, they may only have prestige class levels equal to their normal class levels +1. This restriction only applies to prestige classes you have not met the prerequisites for.
Languages: Common. Bonus Languages: Any.
Favored class: Any.

Don't you mean, "They may ignore all racial and social prerequisites for prestige classes."
Firstly, that's not particularly broken unless it flat otu does not make sense. If a prestige class requires you to be an illithid because it centers around augmenting your brain-sucking ability, then I don't see how a pandafolk can manage that one unless they suck out people's brains, too.
As far as your weird restrictions, dump them. And on a side note, it's not that hard to BS your way past racial restrictions that are not based on physiology if your DM is not a rules nazi. If you want to be a human arcane archer, just tell the DM you want to find an arcane archer to teach you the craft. It might require an adventure, but that's sort of the point of the game anyway. Personally, I always shyed away from racial/social-based prerequisites. It's better to use a Special prerequisite that requires on eof the special abilities of the race you're making the class for, and then just set up your CS (campaign setting) such that the intended race is really the only one that takes the class more for RP reasons than for mechanical reasons.
Let's face it. If there's a PrC that is only for meriliths because she has 6 arms, then a pandafolk either needs some major grafting or there's no way it can adopt that class.

Okay. Based on that clarification, you're basically saying that a pandafolk can take a PrC at 1st level if it meets social and racial prerequisites? That is broken. Most PrCs have the prerequisites they have because the abilities they grant are too powerful for lower levels. Maybe I'm still misunderstanding what you mean.
