So me and a friend were looking through a few of my many rule books when I thought of something. Under the scout, the only thing it says about skirmish is that it activates "after the scout has moved 10 feet in a turn". Does that mean if s/he allows him/herself to be bullrushed, s/he suddenly deals more damage and doesn't get hit as much?
Then I actually looked through the Complete Adventurer a bit, then the Player's Handbook II... And came up with this. Sure, someone's already done it, no doubt, but that doesn't stop me from doing the same... Right?
Human Scout 15/Tempest 5
Using the "elite" scores, I start with:
Str 14, Dex 15, Con 13, Int 10, Wis 12, Cha 8
1st-level feats: Dodge, Two-Weapon Fighting
3rd-level feat: Mobility
4th-level stat: Dexterity (16)
6th-level feat: Spring Attack
8th-level stat: Dexterity (17)
9th-level feat: Improved Two-Weapon Fighting
12th-level feat: Two-Weapon Pounce
12th-level stat: Dexterity (18)
15th-level feat: Two-Weapon Rend
16th-level stat: Strength (15)
18th-level feat: Bounding Assault
20th-level stat: Strength (16)
Combining a scout's +4d6/+4 AC skirmish, the tempest's two-weapon spring attack, bounding assault, and two-weapon rend, a single charge could possibly deal +12d6 damage to two creatures... It does say skirmish damage is added to all attacks s/he makes this round, so long as it is still her/his turn.
So... Is this actually correct, or did I miss a really important errata? We were hoping to give this build Rapid Blitz, but the BAB was too much for it.

Sadly, this is all within the realm of possibility of the rules. Sadder still is that it's not the most broken build one can do with the Scout and its crazy skirmish fun.
Arms and Equipment had an item that allowed characters with any number Monk levels to train with it for a month or so, and then they could take a 10 ft adjustment when a normal character could make a 5 ft.
One of the uses of the Tumble skill is to take a 10 ft move as a 5 ft step.
There are also a number of cheesy customized magic items that would allow you to activate skirmish as part of a full-attack action (since how you move 10+ feet doesn't matter to the ability).
The fact that your build requires a charge already restricts it to less cheese than these other combinations.
So... powerful, yes. Not as ridiculously cheesy a build that could be conceived of, but certainly more than WizO's probably took into account

Maybe skirmish damage was only suppose to apply to the next attack they do during their turn, but hey. I don't know anything, so ignore my ranting.
And actually, the build above would only have to move past the two targets... I only said charge because I imagine some crazy dual-weilding maniac plowing a straight line through two guys who didn't even get a chance to counter... Very cinimatic, but not really necissary.
