An attunement period could make sense. You could also limit the degree of change. Perhaps you can make a chart for terrain types and you can only change a terrain by one step on the chart in a given period of time. Like from Plains to Hills and then from Hills to Mountains. Rather than just causing a diluvian flood followed by errecting massive mountains that touch teh sky covered in lava cuz you feel like it. Something else that can be fun is imposing a code of conduct. Perhaps if you mess with things too much or in the wrong ways, the God of Messing With Planes gets ticked off and pays you a visit.

Wow... I completely forgot about the epic no BAB and saves thing. I'll take that out of the next post of the class.
I like the concept of the "degrees" of change. It makes it so that it takes a significant amount of time to make major changes to planes. It would be very bad if a rogue shaper came to the material plane and got rid of all the air, then reversed gravity. Mucho ouch.
I also love the idea of a code of conduct. I was already starting to get the idea of a "Planar Council" made up of several high level shapers. They would be the ones who would actually decide what happens to the planes, and when it needs to. They'd definitely be neutrally aligned, since their work is geared towards the preservation of existence.
Still working on abilities, but the feedback and ideas here have been awesome. Thanks so much, and keep them coming.

That's what these boards are all about. Just out of curiosity, did the idea of shaping planes come first or the idea of a group of people who shape planes originate this PrC? IF it was the latter, try fleshing them out a little more. It will give you clues as to what appropriate abilities would be. Just an idea.

If this class give full spellcasting and it is 10 levels than it speacial abilities should be woth like about 4 epic feats I think. That tells us about how powerfull the special abilities of this class should be. I say they should be able to simultaniously control up to one plane per class level. As noted before the changes should not take place immidiatly, perhaps each change will be decided how many points it is worth and its progresion per week will be decided by a spellcraft or knowledge(planes) check (like the way craft checks work).
