Oh, that just looks like fun.

Dual-weilding barbarians are great. I have a 3rd-level human barbarian who uses a maul and a buckleraxe... He only dual-weilds when raging (RP value), but he can really tear [BROWNIES] up when he starts.
But to sum up the topic at hand, I present this:
1: Dwarf dual-weilding dwarven waraxes = yes; -4/-4 with TWF.
2: Oversised Two-Weapon Fighting is your friend; -2/-2 with OTWF.
3: Monkey Grip if you want particularly... Big... Dwarven waraxes, which doesn't actually make sense in the abstract, but hey. -6/-6 with TWF, -4/-4 with OTWF.
4: With TWF and especially with a naturally high Str anyway, Rage = Rape.
Sample progression: (I shall assume a character with 14 or 15 Str for this demo)
Level 1
-Feat: Two-Weapon Fighting
-Weapons: 2 dwarven waraxes
-Attacks: 1 waraxe +3 melee (1d10+2/x3), or 2 waraxes -1/-1 melee (1d10+2/x3, 1d10+1/x3)
-While Raging: 1 waraxe +5 melee (1d10+4/x3), or 2 waraxes +1/+1 melee (1d10+4/x3, 1d10+2/x3
Level 2
-Feat: No new feat
-Weapons: 2 dwarven waraxes
-Attacks: 1 waraxe +4 melee (1d10+2/x3), or 2 waraxes +0/+0 melee (1d10+2/x3, 1d10+1/x3)
-While Raging: 1 waraxe +6 melee (1d10+4/x3), or 2 waraxes +2/+2 melee (1d10+4/x3, 1d10+2/x3
Level 3
-Feat: Oversized Two-Weapon Fighting
-Weapons: 2 dwarven waraxes
-Attacks: 1 waraxe +5 melee (1d10+2/x3), or 2 waraxes +3/+3 melee (1d10+2/x3, 1d10+1/x3)
-While Raging: 1 waraxe +7 melee (1d10+4/x3), or 2 waraxes +5/+5 melee (1d10+4/x3, 1d10+2/x3
At 3rd level, you're ready to take on the world!
