Great idea it is to give the xp cost to the target. I think that also wish spell XP could be paid by the target if both the caster and the target agree to do so (or they may distribute it between thrm selves). that solve the problem of the wizard who want to give inherent bonus to the strength of his fighter friend, becouse usualy the fighter become stronger and the wizard become weaker and game ballance break in the party. Thanks for solving that problem for me.

As many as you want. It's just that the additional ones are meaningless, because (except in very specific circumstances) bonuses of the same type don't stack. So you can have 5,000 permanenced eagle's splendor's, but only one is ever going to affect you at any given time.

okay here is another question.

i use eagle's splendor with empower spell. increasing to 6 to cha. when i cast permancy will it be the 6 that is permanent or the orginal?

Well, again, IF YOU ARE USING A HOUSE RULE, than it would be 6, because empowered spells are really treated like separate spells entirely.

I would highly recommend not using a houserule that allowed you to permanent ability bonuses, but whatever floats ya boat.

Here's my beaf with such a house rule. By allowing a 5th level spell to make anything but a 9th level spell grant a permanent bonus to an ability, you are emmulating a 9th level spell called wish. Lower level spelsl should NEVER under any circumstance produce the same effects of a higher level spell without the aplication of metamagic, which then boosts it to the levle fo the spell you are attempting to emmulate. Anything other than this woudl be silly since you would essentially be just game-breaking for the purposes of a cheap wish spell.
This technique of RPG playing has been passed down the Bloodmooon line for generations!
