help with monster advancement i suck at this

Never needed to advance a monster and the rules in the MM make no sense to my small incapable brain. Need to advance a standard group of kobolds to cr 2/3. Any one can help me?

2/3 is a really obscue challenge rating to want to change them too.
Usually the easiest way to increase the CR of any intelligent and/or roughly humanoid creature is to give them class levels. Every regular class level they gain increases their CR by 1. If you give then NPC class levels (Expert, Warrior, Adept etc) then their CR increases by 1/2.
For your kobolds you could perhaps give them levels in Rogue, Ranger, Adept or Sorcerer. When giving a 'creature race' class levels try and tie them into the race's habits. Kobolds, for example, generally prefer to be sneaky and use ranged techniques, ambushes and traps on their foes because of their physical disadvantages. They also claim to have Draconic heritiage. This lets the Ranger, Rogue, Adept and Sorcerer tie in nicely with what strengths a group of combat kobolds would play on.

I find that adding mosters is easier than buffing exsiting monsters. Instead of 5 kobalds give them 12 kobalds and an Ogre chief. Or 15 koblads and a 5th level wizard controlling them.
