I'm just reluctant to cut the number of armor proficiencies to two, given that the classes are balanced around there being three of them.

My issue with making previously medium armors into heavy armors is that by doing so, you drastically alter the effect the armor has on a character, and without reason. You can run in segmentata. No reason to change that. If you want to limit which armors classes grant access to, do just that. Hell, you can probably modify the Weapon Group varient to be applied as an Armor Group thing that does not affect the way the armor affects the characters. This way you can limit access and still keep it behaving like light and medium armor. Just don't punish people unduely because you made your setting lack full plate.
This technique of RPG playing has been passed down the Bloodmooon line for generations!

So if I simply remove the restriction for wearing heavy armor, limit it soley to the Manica, there's no problem?

As long as you don't later decide to start allowing the other heavy armors, that could work....I suppose.
