What would make me laugh is if he kept missing the rats... Or is one of the rats was actually a druid in wild shape or a polymorphed dragon... Comes outta the cage and tears him to pieces.
But yeah, that's pretty ingenous... But it just wouldn't work. If anything, the rats would distract him from battle more than anything. Having X amount of little pieces of rope pulling at you (however slight) would get really bothersome really fast. Congratulate your player for his bright idea, then call him a nimrod. Well, no. You'd better not.

AoO are only allowed vs. enemies.
By bringing the rats to the battle for your benifit they are allies. You would not be able to take an attack of opportunity against them.
So
If you attack vermin in the middle of battle and kill one you would get the cleave but you would not be able to do it with an AoO.
