Just about any minor magic item, really. Most of them are actually pretty useful, and even something as basic as ring of [skill] +5 can have an interesting background.

Check Arms and Equipment; they have a lot of nifty items in there, many designed for low-level/low-magic/both campaigns.

Check the Magic Items section of the Dungeon Master's Guide. It's all there.

Also, the nifty table about where the costs are coming from helps a lot with custom content. Don't recall the page exactly, but it is after intelligent items (3.0 DMG) or right before the magic items main chunk (3.5 DMG).

ooooOOOOOhh....

That's good for basic stuff. Still, if you're looking for just a little extra flavor, do a custom item.

My personal favorite weapon, though it currently belongs to the deity of death in my campaign, and all fear her because of it, is a magical scythe calle dthe Soul Reaper.

It is a normal scythe except that the threat range is equal to your class level-10 (minimum 20/x4) (20 at 1st-11th, 19-20 at 12th, 18-20 at 13th...20-20 at 30th).

On a successful critical hit, the target must make a Fortitude save (DC = 10 + damage dealt) or have his soul sucked into the scythe, instantly slaying him and preventing his ressurection by any means, including a Wish or Miracle spell. On a successful save, the target takes full critical hit damage (which may also result in death, but does not destroy the target's soul).

At will, the wielder of the Soul Reaper may burn one stored soul to empower the scythe with the ability to control all undead of any type or HD for 1 hour. The wielder is aware of all undead within X miles of himself and may command, rebuke, and control any number of these telepathically, as if merely speaking. X = the HD of the soul burned. The Soul Reaper can hold an infinite number of souls.

Mind you, this weapon is currently inteh possession of the goddess of death. It is a major artifact and extremely broken. In fact, I would recommend against including it in your game. But it is a sweet magic item, and it does scale with your character's level. :D

Hmmm...sounds very, very unhappy. But it does sounds really tight. Did you come up with that on your own Raven?

That is an original of mine. I needed something for my death goddess, and as she is all about the killing, that seemed to be quite good at the task in the hands of a deity (though it is not nearly as effective in a mortal's hands), and it sort of fit her personality.

As for more weapons that scale with a person, you all should check out Weapons of Legacy. It has some interesting ideas. Another thing you can do is look up the gp value of a typical weapon for a given level and then make a weapon that gains abilities at the rate that the weapon price would increase. For example, for every 4 HD the owner has, the weapon may gain an additional +1 enhancement bonus. that sort of thing.

If you want purely evil weapons that have interesting effects, look through all of your spells. Any spell can be bound into an object with the rules in the back of the DMG. Imagine a bow that bestows arrows with a touch of death spell or a maul that inflicts a power word stun on its targets. If you make the spell match the weapon and tie things like caster level, enhancement bonus, or spell-like abilities and supernatural abiliites to the owner's HD (Hit Dice allows monsters to use these items as well ;)), you can get some very interesting things for your BBEG to play with.
