Personally, I think an item with a personality like Donkey from Shrek (1&2) would be pretty annoying, after all that's what Donkey was supposed to be

Well if I took the time to make an int items I think it would be a huge waste of time to simply make it so that the pc have a powerful item thats annoying. I think part of the awe with an inteligent item is that the item has a personality. I could see one being haughty or even arrogant depending on is alignment and purpose. I've even had pc's ask to create them and I tell them all the same. In 2nd ed Int items could only be imbued (sp) by Pison's there was a specific power that did it. And I kinda stick to that if a mage wants an Int item then they need a pison to put the spark of life in it. I just allow that spark to come from anyone
I even let them roll the stats I just make it so that the stats can be no higher than the lvl of the Psion so a 10th lvl pison can put the spark in but the item would have a stat cap of 10

Umm... When you create an item with personality, you could just make it so that the personality is annoying... The annoyance factor of an item does not take away from its power or the awe that comes from attaining it.

I got one for a campaign I'm working on. it has 9 personalities, 1 for each alignment, and all of them insane. It has 9 gems that spin inside and the one showing through the "face" hole represents the current personality. Thankfully, it's usualy so cuaght up in its iner struggles that it can't anoy the party. I will enjoy its chaotic interactions, though.
